Even the charming lady on reception who confirmed that these amenities were not offered in the hotel states that they were a budget hotel ‘but maybe not - we are quite expensive’. "

After check and clarified she confirmed already received my payment. And I called to Hotel.com the staff request me to pay again for the hotel and refund my previous payment with Hotel.com due to some payment issue between Hotel.com and the Hotel.
