We hadn't seen that instruction, and nobody answered when we phoned the number on the door at 8pm. Luckily a local was passing and was able to help contact the hotel and get us in. We had a delightful room overlooking the river and it was reasonably quiet. The only noise was late at night from some noisy teenagers in the street below.
