Stayed at the Mark Spencer for 3 nights and was overall happy with the stay! I've stayed at different hotels in Portland before and was happy with how close this was to Pearl district and areas I wanted to visit frequently. It's an older hotel and doesn't have too many amenities, it's cozy, but wouldn't say it was a 'cool and fun' hotel if that is what you're looking for.
The hotel is clean, bed comfortable, and staff is very friendly and helpful. Close to Pearl district, Powells books, and a lot of awesome restaurants and coffee shops.
If you like the price and just need a nice room in a nice hotel with good staff then go for it. If you're looking for a hotel with vibes, is hip and awesome designs - you can find that somewhere else.

The hotel is conveniently located but the rooms, at least ours, a suite with a king bed and an adjacent room with a sofa bed, was outdated. The carpet was old and
dusty, the sofa bed was in a pretty bed shape.

"My room was not quiet . Kids above me jumping , slamming doors, screaming . I wanted a nap but that did NOT happen . Ridiculous that I was charged to park at this property. I mean what is the alternative ? The food was inedible in my opinion and especially for the prices charged . Overall not a great ..."
