I grew up in Constanta and I’d inevitably be biased in my opinion. It’s always a pleasure to visit it. There are many things that could be done by the local government to improve the city and that it’s been happening for a while now.

Definitely a place to visit during the summer season, it's a bit of a ghost town during off-season visits. Looks great overall, would be great to visit again during the summer. More of a driving than walking city, but there is public transportation.
