5/5 - Excellent
Be ready to tolerate the traffic, it isn't specific to Surco, ALL DISTRICTS suffer from traffic at rush hour. Everything is walking distance (restaurants, shopping, banks, etc) which is a big plus.
While Chacarilla del Estanque isn't home to many top sights, Gold Museum and Friendship Park are some notable places to visit nearby.

Surco is located in the business area. So not a tourist area but use BEAT which is a local transport service similar to Uber in the US.
Lima is cool and the food is great. Big city problems though with traffic and smog. Would recommend staying in MiraFlores if on vacation for a better experience.
Definitively walking is not an option.
Easy to navigate, but traffic is bad.
