Smells and grumpy manager

Apartment is dated. One bathroom smelled horrible the entire stay. Got there and air conditioner wasn’t working. Manager showed up right away but was grumpy. Told me I had to pay an additional city tax and cleaning fee. I guessed I was getting scammed but had no other option but to pay. Air conditioning worked about 75% of time. Would not recommend.
