「 This is a run down and neglected apartment building. Dirty with paint peeling and leaking A/C as well as leaking roof into the bedroom when it rains. The rooftop sitting area is tiny with a view of the sky, the 4 flights of stairs are in a tight spiral with tiles falling off the stairs and railings falling off the walls. When we arrived the AC, that was advertised, did not work and it was extremely hot inside. We opened the windows and tried to contact the property manager, and it took two hours to hear back. They provided instructions which included turning off the breaker for the whole apartment and turning it back one, as if we were electricians....
